Sue, we had this problem over a similar period (hopefully it won't recur)
and what ended up happening is that a bunch of us got together, called Xcel
and the PUC, and they finally came out and cut the trees near the powerline
and installed new equipment (transformers?)

Life has been a lot better, so I'd take Michael's advice.
