If the Council believes that Biernat can no longer be effective as Chair, he should be removed without waiting for the other issue to be resolved. [Terrell] I have a problem with the idea that people should pay out of their own pocket to be involved in public service. It seems that the city should pay for professional development of its Councilmember just as it pays to train police officers, fire fighters and everyone else in city government. This isn't Dee Long taking golf swings on the evening news instead of attending meetings, its a program at one of the most respected schools in the country. Actually I'd rather have the city pay for such programs than have them paid for by campaign contributors (which I'm not suggesting happened in this case, but it would probably be a legal use of campaign funds).
