WM: I don't know. There is something appealing in the notion that the
people who helped get the person elected do so with the clear notion
that, while Candidate X is a good candidate, and they think the
candidate can do the job, provisional with in-service training of that
specific a nature. I do think the Harvard program has it's merits.
