Actually I'd rather have the city pay for such programs than have themActually, I think in the past this very same program at Harvard was paid out of the Council Member's office budget. Perhaps they have reduced the amount in the individual office budgets, or CM Lilligren's could not support the cost.
paid for by campaign contributors (which I'm not suggesting happened in
this case, but it would probably be a legal use of campaign funds).
