"She knew to shoot below the vest" - Do you really think so? If I remember correctly, in live situations, even people who are trained with guns (not military level, but police and civilians who have practiced) hit something like 1 out of 5 shots at 10 feet. It is much more likely that the shot just happened to hit there than it was a well thought out targeted shot. Of course, I don't know that because the investigation hasn't been completed or released, but my point is, neither do you and you're making a heck of an assumption.
"She was carrying a gun" - I didn't see the channel 9 report, but their information apparently did cover that. It also covered that she did a lot of things that didn't really sound like the actions of a hardened criminal. Of course, again, I don't know because I didn't see the report and I haven't seen the background of this person. Perhaps she was, perhaps not. I don't know, and neither do you (unless you know who the person was or have access to information that I don't). A criminal act was committed, that much is obvious. Everything else is assumption at this point. We don't know what happened. We don't know what went wrong. Criminal intent, insanity, panic, etc. We don't know why this awful thing happened and until some investigation is done, speculation is not only useless, it could lead people down wrong paths. Again, I recommend waiting until you know what happened and why before you start stating what reforms are an appropriate response to this situation. I'd rather not debate this in the public forum any more, at least not for a few days. Let's let people grieve and information come out. We've both expressed our points of view.
