In an unusual act of philanthropy,
13 north Minneapolis neighborhoods will
receive up to $10 million during the next
decade for strategies they have set
themselves -- health, wealth, housing,
education and community-building.

The money -- $3 million to be announced
today and up to $7 million later -- will
come from the St. Paul-based Northwest
Area Foundation, the descendant of the
Hill family railroad and timber fortune.
