Another suggestion I forgot to mention... use profits from leasing some of the excess space in the new MPRB HQ building located on the N-side riverfront to maintain needed services, which may or may not include wading pools. There are two issues here-- determining where priorities lie, and figuring out how to pay for them. This particular issue seems akin to closing the Washington Monument due to lack of funds.
