I did come up with one place to cut the Parks budget in order to pay
for our extravagant wading pools.

Get rid of the lifeguards at the beaches on the lakes.  Their only
purpose seems to be to shout at anyone brazen enough to bring some
sort of floatation device into the water.

Get rid of the lifeguards, get rid of the other silly rules about what
you can and cannot do in the water, invest in some "Swim at your own
risk" signs, and I'll bet you'd save enough to keep the pools open AND
have funds left over to cover other proposed cuts.
