I suspect that cracking-down on citizens for having roosters/chickens will always be easier to do. It's much more quantifiable, and less controversial.
Personally however, I would much rather hear a rooster crowing at dawn, than a window-vibrating, dish-rattling, sleep-disrupting boom-box car at 2am. But then again, maybe my expectations as askew.

FYI-3-month tally for a 3-block radius from my house - 2 dead, 9 wounded (not quite one per-week). Last I heard, no one has been arrested (let alone convicted) of any of these crimes. My real concern - that folding my neighborhood's unsolved violent crime statistics into the city annual statistics is going to show a sharp upswing in city-wide unsolved violent crime for FY04. Residents in other parts of the city might start to feel unsafe.
