The Mn. Department of Agriculture is responsible for ensuring that cooler temperatures are set at the right degrees. I believe they are also responsible for ensuring that the store sells food that is not beyond their stamped expiration date.
The drug paraphanalia is not illegal to sell. It is just illegal to call it drug paraphanalia or for the customer to refer to it as such when purchasing it. Accusations of WIC fraud or accepting EBT cards (Food Stamps) can be reported to the Hennepin County fraud unit. This is a hard one. Be sure when you report it, you keep track of the exact date and exact time of day it happened. They can track it that way. I am not sure who is responsible to enforce not selling cigarettes or alcohol to minors. If you suspect the stores are engaged in drug dealing, prostitution or fencing stolen goods you should start by contacting your CCP/SAFE team AND the Community Response Team at your local police precinct. If the store is dirty and nasty with garbage strewn all over the street, city inspections is the place. You can also call them if you notice the store to be in a serious state of disrepair. Wet ceiling tiles hanging down, rodents, bugs, etc. Don't expect that all these folks will swoop in and deal with the problem that day. It could take weeks. They have to catch them personally and setting up a situation to do that takes time.
