NEAL - None of the "citations" is relevant. The Reserve Officers
Training Corps (ROTC) is a voluntary arrangement between the various
branches of the armed services and participating colleges and
universities.  Some high schools also participate.  Colleges,
universities, and high schools can discontinue their participation at
any time. So can the services.  

While I am somewhat skeptical about the value of the so called "peace
curriculum", it is entirely up to the local school district to determine
if it wants to include such a program.  A constitutional amendment would
not be necessary.

message to each session of the legislature information touching the 
state and country. He is commander-in-chief of the military and naval 
forces and may call them out to execute the laws, suppress insurrection 
and repel invasion."  (Minnesota Constitution, Article V, Section 3.)

"MILITIA ORGANIZATION. The legislature shall pass laws necessary for 
the organization, discipline and service of the militia of the state. " 
  (Minnesota Constitution, Article 13, Section 9.)
