The citations are relevant in showing the basis for government creating and administering ROTC, and that there is no similar basis for a "Peace Curriculum".


While I am somewhat skeptical about the value of the so called "peace
curriculum", it is entirely up to the local school district to determine
if it wants to include such a program. A constitutional amendment would
not be necessary.

If its adherents want a "Peace Curriculum" to have the same force in law as military training, I think it would require an amendment to the Minnesota Constitution.
