I am aware that many list members are "boycotting" the list due to the widely held perception that former list member Jim Graham was suspended as a political favor. Many people have reduced or eliminated their posts to this list for a period of time as a protest/boycott. I've also heard talk of establishing an alternative Minneapolis Forum; has this happened?
If there is an alternative forum, I have not heard of it. A yahoogroup would be easy enough to set up.
The Minneapolis Issues List has been and is an important source of information and public discussion for a tremendous number of people, so I hope the "boycott" will end soon and people will return to posting. I also hope everyone has given the list manager a chance to respond directly to their concerns rather than simply disappearing, and that the list manager will take everyone's concerns seriously.
If people aren't aware of this, they can also contact the E Democracy Board of directors with concerns over this E Democracy Sponsored list. That email address is [EMAIL PROTECTED]
The Minneapolis Rules list is also a non-e-democracy sponsored yahoogroup that is available for discussing list rules issues - and also for reporting on getting warned or banned from the Minneapolis Issues list. Archives of this list are public:

Certainly this list would be one place where people could discuss trying to start another list.
Tom Thai maintains a number of lists at lists.minnesota.com. The St Paul list on that site is the most active - but it gets sporadic activity.

There is a Minneapolis List mentioned - but I'm not clear whether there's activity on that list. These lists as of now don't have archives. Thai has told me that's something he is working on.
I think it's best if we don't make this post into a thread; better to handle it off-line with those involved - but I really hope folks work out the issue and resume posting.

Point of information: I've talked with Jim Graham - and he told me he was encouraging people NOT to boycott this list because of him getting kicked off. Jim also told me that Steve Cramer's complaint got him booted. Cramer aluded to this when he posted something thanking Brauer for booting Graham off the list.
When I was booted from this list, I also urged people NOT to boycott the Minneapolis Issues list in response.
There is a list where this can get discussed - and that is [EMAIL PROTECTED] Archives of the list are public.
There are established methods for complaints about List Manager decisions. If people have concerns about List Manager decisions they should email the E Democracy Board of Directors at: [EMAIL PROTECTED]
The St Paul E Democracy list is moving forward in many ways. They are at close to 400 members now - and are raising money for a St Paul E Democracy chapter. Tim Erickson manages the list. Others help with other parts of list stuff - posting links to articles about St Paul on the list, sponsoring list gatherings, reporting on neighborhood activities.
