Jeanne Massey: That's right. The transit lane amendment may be little more than a feel-good measure. This is one reason the Access Project is a bad deal. In fact MNDOT may feel more empowered now to move ahead with an HOV lane because the City appears overly eager to see the Access Project happen - HOV lanes aside in the end. The Access Project PAC caved into MNDOT's requirement for an HOV lane in exchange for MNDOT's continued support for the Access Project. The City may well be trapped by MNDOT's desires for an HOV lane as well. I don't read the City's action in support of a transit lane as a contingency - withdrawing its support for the Access Project if an HOV lane is built instead. I know Frank Hornstein and other Minneapolis state legislators will work hard for a transit lane, but it won't be an easy win. If the council members who approved the Access Project are serious about their commitment to a transit lane (not HOV lane), they will need to put their words into action and work hard to make it happen.
