BARB - Like most laws, enforcement will largely rely on honest people
doing the right thing! 

Most of us have enough respect for each other and a civil society that
we try to comply with the law - especially it seems when other people
are looking as would be case in an establishment that serves food and
drink. 

I have, from time to time, encountered a person in a no-smoking section
lighting up.  Politely informing that person that they are in a
no-smoking section has worked every time save one.  If the ban is
enacted in Minneapolis, I suspect that other customers will politely
remind people who light up. In some cases managers,
hosts/hostesses/owners will have to inform people of the law.  In what I
believe will be rare instances, perhaps law enforcement will have to be
called and a citation would be written. 
 
Most people do not do things to deliberately annoy other people or to
act contemptuously of law. I suspect that most people who smoke may
grumble a bit about the ban but will also respect it.   
 
A civil society works only because most people respect each other and
not because of rigorous law enforcement!

enforce this ban? Did you know business owners are
responsible for litter within 100' of their
establishment? Ever seen that ordinance enforced? Not
in my neighborhood.

Crack and pot are banned too. That hasn't stopped
anyone who wants some from getting it and anyone who
wants to use it from using it pretty much anywhere
they choose. Our licensing inspectors and police don't
have time to enforce the bans we already have in
place. What good is it going to do to add more to the
already neglected pile. Get real!
