On the question of enforcement of a smoking ban, I'll repeat again that
the Minnesota Clean Indoor Air Act had no efficient enforcement
provisions. Compliance was initially slow but picked up as people came
to expect adequate no-smoking sections and understood that no  signs
meant no smoking.  As Barb Lickness points out:

Crack and pot are banned too. That hasn't stopped
anyone who wants some from getting it and anyone who
wants to use it from using it pretty much anywhere
they choose. Our licensing inspectors and police don't
have time to enforce the bans we already have in
place. What good is it going to do to add more to the
already neglected pile. Get real!

We might note that there is no problem in restaurants or bars of second
hand smoke from pot or crack. I know of no studies on second hand
effects from either. I think Barb is telling us that a ban works.
