DW:  I don't know on what planet all these social programs exist, but I
couldn't find an after school program or a summer program in this city for
my 15 year old that lasted any decent length of time during the day -- and I
was willing to pay for one.  The Y's don't have anything for kids who have
jobs or summer school in the morning.  The Parks are intermittent and they
don't have the money to staff them very well.   There are almost no jobs for
kids under 16 -- there was a program that was very limited and I think it
got cut -- but it was VERY limited in the number of  kids it served.   What
are all these wonderful programs?  Once a kid is over 12, they are on their
own after school unless a parent is home or can leave their job in the mid
afternoon.  These kids are fodder for gangs -- even if mom or dad does come
home -- there aren't many places for them to go.
