It looks to me very much that you have either (1) the wrong SNMP community, or, 
more likely, (2) the device ACLs are not set as you think they are.

Since even getif and snmpwalk don't work, its not a MRTG or cfgmaker issue.

Since someone else is doing this successfully, the device clearly supports SNMP.

Check the following -
1. The device has SNMP enabled, but maybe it only have SNMPv2 enabled?  Try 
doing a walk with SNMPv2c rather than SNMPv1
2. Check the ACLs - maybe that community is only enabled for certain IP 
addresses?
3. Find the person who has working SNMP - get them to take a look at your 
config :).  Ask them which SNMP version they are using, who set up the router, 
etc.
4. Possibly there is a firewall between you and this router that is blocking 
SNMP?
