In a year and a half at my present job I have yet to be called in. I have been called a few time by tier 2, but it has always been quick and painless.
There are, of course, numerous times i've stayed late - like until it was early again - for projects or 'emergencies.' We have comp-time, but we are expected to take it in the same week we accumulate it. So, if I need to work 80 hours this week to bring a project home I should put in 40 by Tuesday and take the rest of the week off. However, I do see my co-workers point - especially if others get paid for being on call, and you don't. What I would want to know is what exactly is expected about being on call. There are many levels of what is expected, from a "best effort" to actually checking in or on systems during the on call period. Additionally, what is the work load while being on call? Finally, what restrictions are they putting on your behavior while on call?
