I negotiated for all IT staff who get pulled in on-call, get the amount of
hours equal to what they worked in extra paid vacation. If they come in on
call for 8 hours, they get an extra 8 hours vacation free.

I like this, makes telling the wife I need to work saturday for win2k
migration easier.

Well, I ran a military network for 10 years, and being on call was part of
the job, and I have sort of transferred this "logic" to the civilian world.
However, I do see my co-workers point - especially if others get paid for
being on call, and you don't.  

What I would want to know is what exactly is expected about being on call.
There are many levels of what is expected, from a "best effort" to actually
checking in or on systems during the on call period.  Additionally, what is
the work load while being on call?  Finally, what restrictions are they
putting on your behavior while on call?  If they expect you to remain local
and/or sober, I do believe that compensation should be offered.  8 hours of
pay regardless of the circumstances, and extra if you get called in and
spend more time, seems fair to me if there are restrictions.

What if it was not part of your signed contract when you came on board
though?
Like it was not anticipated that you might be needed outside of your work
hours?

We have had this discussion at work, and currently get NO extra pay for
being on call.  I personally feel it is part of the job, but am in the
distinct minority. Others are calling for on call pay; another division gets
6 hours of pay the week they are on call.

on how much it is worth to be on call.
How much do you guys charge for carrying around a cell phone out of work
and/or a beeper or something like that?
