I am a DBA and I am exempt every DBA position I have had has been exempt,
and I have no one working under me.. no extra pay for on call.. previous job
we had rotation 1 week every 6 weeks, we called it tour of duty in hell, you
were lucky to get ONLY one or two calls a night usually around 1am - 6am.

I good rule of thumb is if you are not in a position of hire and fire, then 
you are mostly likely non exempt.  I am a network administrator and I am 
non exempt.

Just because you are a manager or an administrator, does not mean you are 
exempt.
