Well, my thought was that the router would be the DHCP server if the backend
is down and the MVP was soft powered and needed something.  If the config
isn't reloaded then that would only be to renew the lease, I guess.  Maybe
it remembers where it got its lease before and can't find it anymore?  I'm
not a really a networking guy so I'm a bit unsure.  I do think I tried to
start the backend's DHCP server before starting up the MVP once and still
got the crazy loop.
