Instead of yet another option - why not just put up a dialog that says - "I just noticed you completed a parent task with one (or more) children left incomplete" and then it gives you options. Perhaps an option could include "Don't show this dialog again" which would set Richard's option :-)
I also think that if you do have children uncompleted, their parents should be shown in the Outline regardless of the setting, so that the children will be seen. This way it's pretty obvious.
