Ok. The broader context to this is that I have a number of 'Tasks'
which are really folders (but can't be, because folders don't appear
in the ToDo view) where I put lower priority tasks to consider doing
at particular points in the day/week.

What I want is for this top level folder/task (eg 'Review early
evening tasks') to appear in my general view which is a vanilla Active
Tasks view (with the 'Include closed contexts' box not ticked.
Therefore the key requirement for me (which I didn't mention
previously) is that the solution needs to work with the Active filter
because I don't want to fiddle about with the filter on this view

To put it another way, I want a mechanism that allows me to mark a
task with 'Do not make the children of this task active'

There are two reasons for wanting the parent to appear and not the
children:
a) so as not to clutter my main view with the smaller, lower priority
tasks which tend to end up in these folders
b) so that I can tick the 'Review early evening tasks' (which is a
recurring task) done without needing to navigate to the Outline view
(and then back again)

And I then want another view, which I can navigate to, to review
these tasks.

It feels to me that this might not be an unusual requirement -
effectively to say to MLO: don't go any lower than this task when
considering what to make active in this branch of the tree (the tasks
below here are just memoranda)

And I still can't get tasks marked with 'Hide the branch in the ToDo'
to appear in the 'All' view
