If your projects are large, you might consider giving the project a folder above it, and put all Misc. todos in that folder. Then they can all be active actions. So for example, suppose project P has tasks a, b, c, d, and on project P you have "complete subtasks in order" set. If you have a Folder F, that has a project P, plus tasks x, y, and z, then for that project, the active actions are a, x, y, and z. Then it is also easy to drop x between c & d when you know where it goes. You can Ctrl-M move it to another parent, and it will disappear from the list, but will appear until then.
