For me, I'm not thinking about Microsoft methods, just how I work. All
physical actions related to projects I place in a folder, so I tend to get
frustrated when completing all tasks doesn't result in 100% completion. Yet
I do love using folders for things that are related but not necessarily a
project.

Then again, I have a hard time reconciling GTD's philosophy of anything with
more than 1 action is a project. To me, projects are BIG (hmm, and maybe to
be avoided!), & that isn't always the case in certain situations.

Sometimes, I think it is all in what one is comfortable with/the way they
view things. IMO, the perfect MLO world would be to have the option to
customize both folders & projects to be actionable or not. But then, I think
this may be my ADD mind talking!
