Richard, I am in no way an expert but always willing to offer an opinion. In my way of thinking, I reserve Projects for things that can be completed. Any task that takes more than one step, especially if I would tend to procrastinate on it if it was kept as just one daunting task and not broken down. I reserve Folders for organization and my folders almost never get deleted. They are kept as high level groupings where I may add tasks and projects to and at times they may even be empty.
