She needs to a podiatrist. She may not be able to take oral medication but there are other options. I teach my students to refer clients with toe issues to a Dr. If you or the client aren't sure of what the problem is, even though its most likely fungal or bacterial, you still have to be safe. Referrals to a podiatrist are always the safest way to go.
