The tin coating is > vacuum deposited and not something you can do easily. I suspect it's actually an indium tin oxide (ITO) coating, which is used for everything from panapex-style displays to LCDs. It's possible to deposit ITO by precipitating from a solution, but you're right, it's usually sputtered. You're right though - there are other conductive coatings. Maybe a thin film of aquadag would transmit enough light to be useful, and conduct enough to make the tube touch-sensitive.
