I think "environmentally friendly" there means that its just clean enough so that the older employees don't dissolve before their replacements get adequately trained. I've used PCBcart for the last 4 years, and over a dozen different boards. I haven't check that their the lowest priced, but they're low enough for me. The good thing about these people, is that you can interact with real people. If they find something funny with your artwork (Gerber files, NC Drill files), they'll send you an email with questions and drawings noting their questions. The techs that prep your artwork are really competent, and conscientious. Most of the time. One time, I got a rookie, who didn't know what to do, when the NC Drill file was a mirror image of the Gerber files. That took a few emails to straighten out. Boards came out okay, in the end. The only other problem is/was on their production floor. On my first order, one of the 25 boards (Dekatron Do-hickie) had some extra copper, that shorted out a couple of traces. It was a copper blob, not just some "under-etching". That usually means the equipment isn't as clean as it ought to be. I consider that pretty good over a four year span, and close to a 1000 units made. I'm pretty gun-shy when it comes to board houses. I had some pretty terrible experiences early on (early 80s). So now, if I find a board house that can do a decent job, I'll stick with them. It will have to be a very compelling reason for me to switch. Also, I use an old copy of OrCAD (cost me a lot of money), so I'm not inclined to use any house that insist on using their proprietary software.
