I'm having this discussion at the moment with a neon specialist - the Penning mixture varied, as did the baking, pressure, type of glass & level of Hg doping. Some tubes had getters which only fire once, so refilling, which is what I'm investigating, is non trivial. Its a completely different process to that used for neon signs...
I have a few potentially extremely nice tubes that have out-gassed (nipple broken etc) and I'm looking at restoring these...
