This is the Microsoft principle, writing software with a limited
lifespan and forcing users to pay for upgrades. But even they make it
last more than ten months.

"At the time"? What could be more relevant in 1999 than how the software
would work at the end of that year?

The Y2K fix was free for registered NC3 owners and free for registered
MicroDot owners. All it need is a recompile for NC2 usage. Why are you
so adamant that people who bought bugged software should have to pay
twice for it?
