Assuming you're going to do it on an Amiga, most Amiga graphics
packages these days support all three formats so it should be easy to
find something.

I used to use GfxCon (search on Aminet) back in my early web page
days. GfxCon runs on everything from an old 1.2 A500 to modern Amigas.
Very useful tool, with low memory overhead.

Alternatively, I tend to use Photogenics and/or Personal Paint 7 for
most of my graphics work these days. They're commercial, but well
worth the money if you want to edit images, as well as convert.
