I use GfxCon by Dirk Farin.  It's on Aminet.

Not only does it convert to and from many different formats, but you can also
resize (handy for making thumbnails), flip/rotate, and add various effects.

Only problem is that it doesn't handle progressive jpegs.  I'd be interested to
hear if there's a similar util that does.  Or one that converts progressives to
normal jpegs.
