You, because if you signed up to Cable & Wireless telephone (access
either through cable, or by dialing a prefix) you could sign up to their
Connect packages; you pay so much each month in return for x amount of
time for that much money. After that, thw calls are seriously
discounted; I pay 1.5p/min daytime, and 0.7p/min evening/weekend. I like
it.
