Hi Andy,

With you insider knowledge, could you quote any official angle on
this? It seems rather difficult to define.

Some programs (ftp for eg) send NOOP's to stay alive for slow sites. A
quiet IRC channel effectively pings with no content, etc etc.. Yet
there are several ways of maintaining an active data transfer as a
ping.

There's a difference between  deliberately pinging to keep an unused
line open and happening to have a lull in data transfers.  It would be
unfair to boot off innocent users.  How is this being policed, if at
all?
