Yes, a hard reset of the modem does it but of course if you dial 15 times
again (or whatever) then it will BLACKLIST again, which is annoying.

For my modem, the command is AT%TCB but that probably only works for the
Supra Express 56e.

Just connected to the NTLWorld 24/7 0800 service, and completely free too
since I'm an NTL cable customer :)  No busy tones (so far but it's only
just started) and good bandwidth.  I'm impressed, except for the fact that
they supply a shit installer CD which didn't even work on my Win95 setup,
and when I phoned up they wouldn't tell me/didn't know the manual setup
stuff (i.e, phone number, signup user/pass/URL).  Took a roundabout way to
get it all working and I'm still not convinced the transition between my
existing PCInternet account and NTLworld has gone properly.
