The reason for this is basically due to the "which WG" issue that Lada is raising. The agreement between the chairs and the AD is that this work would be run in NetMod and that any resulting netconf/restconf protocol work would be done in netconf (i.e., the group that owns the protocol). To ensure all are in sync on this activity, the agreement between the chairs is to do the adoption discussion in both groups, and then once the normal process has been run in NetMod to do a joint WG last call. We know this makes for some duplicate messages, but it ensures the WGs are in sync.
