Though to beable to do something with it, it would be necessary to
have it a bit more precisely (source, date). I suspect too that the
formulation of "US based" wasn't like that in the source; rather and
probably, it meant webpages made and maintained with  gvt instances/
public budget financing.

On the heart of the issue: don't know where the term "high contrast"
comes from but in substance it would refer to compliance with the
ADA (Americans with Disabilities Act), and thus is self-evident.
