On June 19, there was a Reuters story (on Yahoo!) related to this. I'm
sorry to say that I didn't save the URL, but it was about a speech given
by President G. W. Bush at the Pentagon where he was talking about
initiatives for the disabled. Apparently, the President has ordered the
federal government to comply with a 1998 law requiring purchase of
"information technology that accommodates disabled workers and members of
the public." The part about "members of the public" would seem to be
key to me. It won't have an immediate effect, of course, but it will
probably promote some changes over time.
