At the same time you can optional support/advocate for "Open Text Books" by
NCERT.
Student do not have freedom/permission to photocopy their textbooks (

These thing may not directly related to software but these thing will
advocate "principle of open world" and will create open mind who will easily
understand principle of Free(dom) Software and Open Source Software.
btw- At this point we have to be clear at difference between Free and Open.
We edither support

or
* Open Source Software
or
* Both.
I suggest we may totally stick with Free(dom) Software definition.

With the context of education you are missing "Syllabus part". We will work
for vendor neutral syllabus in Education. This directly implies putting
Ubuntu  in education is not vendor neutral because Ubuntu is not a community
work (as far as i know). While the same statement does not applied with
OpenOffice or Debian. (because these are community driven) (we can discuss
this in another thread)

All we are taking about mission . We also need to form a vision statement
too.
The next obvious stage is - "How we are going to accomplish our mission"
