Chandita, it is IT for Change or ITfC (we don't want to be called IT4C
or IT 4 Change :-( )
ITfC 'strength' is in our understanding of the structures and work of
the government education departments, their challenges and issues. While
we have not worked in Maharashtra, most of these would be common with
other states including Karnataka. I will share (offline) a document that
is a study of the education system in Karnataka which discusses the
structures/processes within the education system in the state. This
understanding can help us to create programs that is more attuned to the
needs of the system, including in the area of curriculum design.
Also we can offer suggestions on curriculum that draws from our research
of similar programs in Kerala and Karnataka and our learnings from the
current teacher training programs in Karnataka (as part of the Karnataka
consortium of FOSSCOMM members)
We would be happy to offer this as a part of our own mandate. Costs if
any (travel etc) would need to be reimbursed.
FOSSCOMM is an informal and unregistered collective. How will we
administrate the project, what will be the management structure, will
we charge the Edu Dept, if so how much?
We need not discuss it on the list, and could hold it till the meeting
on the 11th, but I request you to think about it and come with
suggestions for a model to adopt. We have committed for a four-year
run, and we should have a system in our minds which we can always
modify as the negotiations go on.
Yes, this is an important issue. To be taken seriously, our offer needs
to be based on strong internal commitments which can reflect in an
external commitment to the Government. 'Best effort' may not be a good
enough model. Meeting commitments is essential to build a relationship
of mutual trust with the 'other party'. And for this reason, even if
there are a few organizations working together for the project, one of
them must take overall responsibility for the project and ensure meeting
of commitments. While in actual practice this may be more diffused than
the way I have portrayed, the underlying principles will need to be clear.
