Happens all the time. Both parties consider it a perk, enjoying a paid 
holiday.

Nobody reports such clever deals most of the time. Recently I happened to 
overhear a group of railway employees involved in such activities. 
Unfortunately a senior official happened to visit the training center and 
discovered that the last three training sessions were with nil representation 
from both sides. The employees were discussing how to cover up and have the 
showcause notices withdrawn.
The above absenteeism was rampant in the primary teachers training activities 
in 98-99 in the Shahapur, Jawahar and Wada talukas of Thane district.
