I understand that this was intended as a discussion - it still hasnt 
erupted into flames.
But discussing creation of a new licence requires interaction with a 
legal team alongwith the community. All the other licences have had 
this interaction. You would first have to check out all the others, 
pinpoint the defeciencies and your missing needs, then proceed to 
this discussion.
You might have gauged that a new licence is a bigger can of worms than 
the existing licences. Refer to the 3 year long rukus over GPL V3.
