If we're only making a list without adding any value, why not let the
consultants just use an existing resource like
http://www.commandprompt.com/community/consultants/guide/ or
http://www.linuxselfhelp.com/howtos/Consultants/Consultants-HOWTO.html ,
encourage members to add their information there, and give a pointer to
the meta-resource on the wiki? For instance, the first one already has
a list of ~150 consultants from India.
Is there any point in duplicating an existing effort?

Yes - the proposed list is specifically focusing on India and would be
available sorted on geography. Also a focus is
implementation/deployment (hence large focus on training and support).
I explained the requirement in my first post - lots of
people/institutions who want to use available free software (on as-is
basis) want training/support. Thousands of organisations which
currently just use Windows and MS Office could easily migrate to a
GNU/Linux OS + LibreOffice. But they want / would need some initial
orientation and hand holding. While this is perhaps basic, it would
bring in much larger number of people/instittuions into the FOSS fold.
And a list of people willing to help organisations/individuals use
free tools would be useful for them to refer to or any of us to direct
them to.

forgot to add - also the resource persons may also be those working on a
non-commercial basis /semi-commercial basis. Hence even college
professors, students who want to do this as a social work or NGOs which
get funding for supporting such work, could be part of the list, along
with commercial FOSS entities.
