Govt. has the responsibility to see whether its citizens are being harassed at work places. Stipulated work hours, minimum wage, over time pay etc. are some of the mechanisms in place to prevent such harassment. If some of these mechanisms are getting violated, workers are bound to group together - be it a hefty paid worker or an unskilled laborer.
Here the Govt. has decided that late night transportation is the duty of companies when it is the companies who are benefiting out of their employees work. Which is a very fare thing to do. It is not that men are safe to travel at odd hours in a place like Bangalore. There are many crimes getting reported against men also. Right thing to do is to make it mandatory for the companies to provide safe transport to male employees also who are working for the company at odd hours. Another option is for the companies be made to pay occupational hazard allowance to its employees for traveling through unsafe Indian roads at odd hours to reach work. [Those who work in unsafe conditions (say nuclear plant) are paid occupational hazard allowance (one can raise the question of why not employ those who are willing to work without such allowance;)). Women who undertake "war zone trips" to reach offices without being raped, killed, molested also got to be paid occupational hazard by the companies they work for. And that is not the duty of the Govt., but for the company who benefits out of their work.]. [Passing the buck to the Govt. saying that it is the Govt's duty to protect its citizens, is not going to change any thing in the ground level. So we shall keep those arguments to be raised in a beautiful safe future India.]* * Being paid hefty salary does not mean that the white collared employees have to be rhino skinned or so? If the rights of white collared employees are violated, they have to speak out. Anganvadi workers struck work for better salary. Nurses struck work for better salary, and humane work conditions. There was a story of a company workers who are working without any holidays - came in The Hindu. Quoting stories of militant trade unionism, making demons out of them, and portraying the employers as the icon of virtue or so, just evade from the right violations in present time is not going to solve any issue.
