As usual with linux, all of this seems to be ultimately controlled by a
text file: in this case ~/.icewm/preferences, which you can just edit
directly.  Change the clock to %H:%M.  

There used to be a python program called icepref distributed by Man....,
but it seems to have been dropped from the main distribution.  You might
try urpmi icepref.  I would have but I'm up where the phone lines are
nailed to the fenceposts and it's really expensive to do the experiment.
