Now, this may sound like a silly thing here, but when I am in (Mandrake
2006, Mandriva 2006, YKWIM!) and I want to restart the machine... I can't.

I can "Log Out" then I can log back in again.

The "Menu" icon gives

Restart X Server  Alt E
Remote Login      Alt R
Console Login     Alt N

But I can't find an option to restart the PC?! Huh??

Anyway, so I logged back in and tried to do things and got "Klauncher
could not be reached via DCOP" as an error message.

It was at this point here I said bad words to it very loudly and hit the
reset button...

Now it's rebooted I haven't got the above error message.... Hmm

Pass me the axe dear :(

I do not use the graphic interface to 'halt' or 'reboot'.  I'm still faster with the old style prompt commanding, so I just go ctrl-alt-F2, root, enter, password, enter, halt or reboot, enter and there it is.

You probably want to do it on GUI, this is just a suggestion.
