Jay, These electric tachs have a known problem with bad solder joint(s), where the tach motor (the device that drives the needle)is connected to a solder tab within the sealed portion of the tach. If you are handy (and game to try a fix) do a search and you'll find a web page that addresses the issue and shows the fix.
The symptoms you describe are exactly what these tachs do when the problem arises. I had the same problem, and since a new tach is at least $350 bills, I tore mine apart, (unfortunatly before I found the fix online) so I buggered up the chrome bezel when I didn't have to. I wish there was a cable to lube. From 91 on, NHs have purely electric tachs. There's a wiring harness, but no cable. So, still looking for a fix.
