There is no specification for surgical grade stainless steel. Type 316L (L = Low Carbon at 0.03%) 316LVM (Low carbon Vacuum Manufacture), and 317 are the only steels classified for use for surgical implantation.
Surgical grade steel is just like aircraft grade aluminum. "Surgical" Steel is just a certain grades of steel which is used for implantation into the body, or "Surgical" purposes.
